In the categories of “Road Maintenance”, “Pedestrian Environment” and “Traffic Engineering”, Taipei City was at the top of the list. Also, Taipei City is the only city in Taiwan to have won the top three prizes in all categories in terms of overall ratings and actual implementation. The motivation of Taipei City to improve the roads and maintain the pedestrian environment during in recent years is very clear.
The CPA held the seminar and award ceremony for the “2016 City Road Maintenance Management and Barrier-Free Pedestrian Environment Evaluation” in the International Hall of the Institute of Transportation Building on December 27, 2016. Mr. Hui-Yu Li, the Deputy Director of the NCO, received the honor on behalf of Taipei City Government. Mr. Jun-Jei Zeng, Assistant Chief Engineer and leader of Road Maintenance Team of the NCO, gave a special report in the seminar to share the experiences of Taipei City Government in maintaining the roads and improving the pedestrian environment with the seminar participants.
By removing obstacles, law enforcement of traffic violation, improving private areas by leveling pedestrian arcades and keeping scooters out of pedestrian arcades, removing public sidewalk bollards, and improving wheelchair ramps, the City Government has been enhancing the pedestrian environment step by step every year. Moreover, the Taipei City Road & Pipeline Information Center was established last year to monitor the entire construction process by means of the fourth generation of wireless mobile telecommunications technology (4G). If problems are encountered during the digging or burying of utility pipelines, the workers are able to communicate with each other without delay. In recent years, the City Government has been actively promoting the people-oriented policy to build a barrier-free pedestrian environment, and the “Sponge City Project” to mitigate the heat island effect.
The NCO proposes new road maintenance projects every year. In addition to establishing the Management and Maintenance Plan for City Roads & Man-made Slopes and testing the filling materials for pipeline excavation and permeable paving method, the NCO has introduced the “Taipei City Pipeline Excavation Construction Certification Project” to build a partnership among all pipeline units so as to improve the City’s road service quality together.
“Rome wasn’t built in a day”. The roads have to be maintained and updated daily and managed efficiently to provide citizens with traffic safety and convenience. As for the success of passing the assessments and gaining the evaluation committee’s recognition, it shows the NCO’s passion for serving the citizens, and also signifies great encouragement and honor to all maintenance staff of Taipei City. The NCO will make more efforts in the future, in striving to create a friendly and comfortable pedestrian environment for citizens and providing them with a better living quality.
