Urban Landscape Planning for Taipei 2017 Universiade: Pavement Rehabilitation for Access Roads around the Stadium

Universiade is the world’s biggest university sports event and a high-level international sports competition only second to the Olympics in terms of its racing categories, participating countries and player numbers. To highlight Taipei City’s urban competitiveness and image, the New Construction Office investigated the course passing from the athletes’ village to the competition venues, covering surrounding roads, main arteries and intercity bridges, as well as updated and optimized relevant facilities for those old road pavements or ancillary structural facilities demanding improvement. Its goal is to allow players and visitors from all over the world to experience the comfortable urban environment of Taipei City, thereby enhancing its international image.

The City started the planning for the pavement rehabilitation plan in 2016, which included road section investigation, budget estimation, direction of execution, cross-departmental cooperation, contract formulation and other discussions, in order to complete the overall construction by July 2017 to welcome foreign guests, while enabling our citizens to also experience the upgraded City.

Due to the large volume of the overall construction, the New Construction Office implemented some construction works in advance last year, first completing the pavement replacement construction of Beining Rd., Bade Rd. and Zhengqi Bridge. This year, the four offices under the Public Works Department: New Construction Office, Hydraulic Engineering Office, Geotechnical Engineering Office, and Sewerage Systems Office, jointly implemented the pavement rehabilitation plan for 12 roads. To date, the pavement rehabilitation of Sections 1 & 2, Keelung Rd. (Xinhai Rd. to Bade Rd. section), slow traffic lane on Dunhua North Rd. (Minquan E. Rd. to Civic Boulevard section), approach road to Taipei Bridge (from the bridge exiting section on Chongqing North Rd. to the head of the bridge on Dalong St.) and Section 3, Chongqing North Rd. (Minzu West Rd. to Dunhuang Rd. section) and expansion joint leveling work on the Jianguo Elevated Bridge (south of Civic Boulevard) have been completed. All road sections are expected to be completed by July 2017 in the hope of a better city appearance and road services.
