According to Article 3 of "the Regulations for Management of Open-Air Cafe Installations in Taipei City", the scope of application of this Regulation is limited to the public sidewalks of urban roads or the pedestrian zones in Taipei City. Nevertheless, the adjacent bases that are residential areas are not within the scope of application.
Any catering business holding the company registration or business registration that prepares the sufficient relevant documents could apply to New Construction Office. The applicant can be issued with the permit which reviewed and approved after paid relevant fees such as usage fee and deposit.

1. The monthly usage fee within usage times according to regulations calculate by multiplying permitted areas, 1/12 of the announced land values per square meter, and 5% as annual interest.

*For example: Assuming that the announced land values in the current year is NT$76,576 per square meter, the monthly usage fee and deposit of an applicant with applied area of 30m² and daily business time from 7:00 am to 00:00 am is calculated as follows:

*Monthly usage fee = 30m² × NT$76,576/m² × 5% × 1/12 = NT$9,572

*Deposit = NT$9,572 × 2 = NT$19,144

2. The monthly usage fee within usage times according to provisos calculate by multiplying permitted areas, 1/12 of the announced land values per square meter, applied usage time ratio, and 5% as annual interest.

*Monthly usage fee = 30m² × NT$76,576/m² × (12hr/17hr) × 5% × 1/12 = NT$6,757

*Deposit = NT$6,757 × 2 = NT$13,514

If the permitted usage time is less than one month, the usage fee should be calculated based on the period of one month.

If the permitted usage time is less than three months, all the usage fee shall be paid in full before used; for those over three months, the usage fee every instalment should be paid in full before the start of each instalment, and regarded three months as one instalment.

Why don't all the arcade buildings with different height set to the same level?

For leveling of arcade buildings (including the surface of streets along the construction site, where the pedestrians can pass through), because they are private properties, permission from the owners shall be obtained, in addition, one complete block shall be deemed as a basic unit for leveling, therefore, not all the arcade buildings having height difference can be improved through leveling. When making a suggestion, please specify the address of the arcade. Upon acceptance of your suggestions, the Construction Management Office will designate personnel to carry out a survey, ensuring the site comply with key conditions of this project (gaps in height and maintenance of the street look). If the site complies with the said conditions, the Construction Management Office will invite borough chief to confirm the willingness of shop owners of that section for relevant evaluation.

The user fee can be reduced for wiring or facilities that meet the requirements of the following subparagraphs: 1. When the pipelines or facilities originally installed at the road section require to be relocated due to the needs of any urban road project, the user shall cooperate with the completion of the relocation as scheduled. From the year in which the road project is completed, the collection of fees will be reduced by half for a period of 3 consecutive years. 2. From the implementation of the Fee-Charging Standards for Usage of Urban Roads, the user of the urban road will take the initiative to place the wiring underground, and within 3 years, if such user has not been punished by Article 33 of the Urban Road Act for 3 times or more, from the year of completion, 75% of the fees of the wiring underground will be reduced for a period of 2 years. 3. Regarding the development of urban roads in public lands of Taipei City at the one’s own expenses, it is a must to, upon the completion of construction, report to the New Construction Office to conduct an approval survey together with Parks and Street Lights Office, Hydraulic Engineering Office, Traffic Engineering Office and Department of Environmental Protection before New Construction Office taking the site over for the following management and maintenance works. Where the construction is related to private lands, it shall be managed and handled by the Construction Management Office in accordance with “Regulations Governing the Application of Construction License for Construction Site Access Roads of Unfinished Public Facilities of Taipei City” and, upon completion of the construction, the road facilities shall still be managed and maintained by Taipei City Government relevant units. Besides, the Construction Management Office shall demand the builder to declare that, if the completed roads must be redeveloped due to public uses or construction of public facilities by the government, it will not request to make compensation thereof. The Letter of Declaration shall be submitted to the Construction Management Office and be preserved with the construction license. Construction period for leveling of arcade buildings depends on the conditions at the site, generally, it will take about 10 days to complete leveling for one block (about 100 meters). Furthermore, in order to minimize impact and construction period, principly, “one block” is regarded as one construction unit. During the construction, temporary pedestrian mats shall be installed for residents and users to access the area. Apart from the construction of pavement removal, which is about 1 to 2 days in the early period, the residents are unlikely to be affected thereby.
