Great Achievement! New Construction Office Receives Praise Year After Year - 7 Projects Honored with 2023 FIABCI-Taiwan Real Estate Excellence Awards!

Continuing the impressive track record, the New Construction Office of the Public Works Department, Taipei City Government receives recognition for seven projects: “Daoxiang New Construction Project of the Department Building,” “Taipei Music Center Construction Project (North Base),” “Taipei Music Center Construction Project (South Base),” “Wanlong Dongying Social Welfare Facilities New Construction Project,” “Second Funeral Parlor Phase 2 Renovation Project,” “Taipei Municipal Heping High School Teaching Building New Construction Project” and “Nangang Elevated Connecting Platform and Associated Green Facilities Turnkey Project” - all acknowledged with the prestigious “2023 FIABCI-Taiwan Real Estate Excellence Awards” in the categories of Best Construction Quality and Best Planning and Design. The awards were conferred during the awarding ceremonies held at Grand Hyatt Taipei on July 27, 2023, by the FIABCI-Taiwan Real Estate Excellence Awards Committee.

 

The “Daoxiang New Construction Project of the Department Building,” commenced on November 25, 2019 and was completed on September 20, 2022. Its opening ceremony was held on December 12 of the same year. During the construction period, the project faced the challenging circumstances of labor and material shortages due to the “COVID-19” pandemic. Despite these obstacles, the New Construction Office, together with the construction team, persevered and fearlessly accomplished the new construction projects, providing improved social welfare and care facilities for the citizens. The project consists of a modernized integrated community public facility with 9 aboveground floors and 3 underground floors. The building as a whole combines a supermarket on the ground floor, along with community childcare services to enrich the neighborhood’s amenities. From the 2nd to 5th floors, it integrates community-based long-term care facilities and public childcare services (Community Public Nursery Homes). On the 6th floor, there’s a community activity center and an occupational therapy clinic, providing spaces for neighborly interaction, relaxation, rehabilitation and treatment for local residents. From the 7th to 9th floors, it’s s a library with a collection of 100,000 books. By retaining the original community activity center, library and supermarket, it offers a wide range of continuous services. The rooftop features a beautiful healing garden, creating a recreational space accessible to people of all ages. This social welfare-oriented building, designed to accommodate both the elderly and children, has been highly praised for its thoughtful planning, design and construction quality. Since its completion and opening, it has infused the Beitou District of Taipei City with a vibrant new energy, exemplifying the government’s commitment to providing care for citizens of all ages.

 

The “Taipei Music Center Construction Project (North Base)” commenced on January 12, 2015, and was completed on February 15, 2019. Its main highlight is the design featuring irregular mountain-inspired steel structures, reflecting Taiwan’s mountainous environment. The center serves as a professional venue for musical theatre performances, pop music events and cross-industry shows. Due to its emphasis on indoor acoustic quality, the construction focused greatly on meeting the demands of professional performances within its special structural design. The complexity of the construction presented significant challenges, but the New Construction Office and the construction team embraced the spirit of fearlessness and determination, persevering to accomplish the mission of providing a nurturing space for musicians and an exceptional auditory experience for the public. The center officially opened on September 4, 2020, with seating for approximately 6,300 people. As an intergenerational venue for pop music concerts and performances, it is set to become a hub for Taiwan’s pop music industry and related sectors, fostering exchange and innovative developments. The center aims to establish itself as an international hub for pop music performances.

 

The “Taipei Music Center Construction Project (South Base)” commenced on April 29, 2016 and was completed on October 26, 2020. The project includes a distinctive structural design, primarily constructed with conventional reinforced concrete (RC). The building features inclined beams and columns with high ceilings, while the podium section is composed of sloped panels set at different angles. During the construction phase, Building Information Modeling (BIM) and 3D models were employed to project the plan view of columns onto the site for verification. This process ensured precise alignment and coordination of the building components, allowing for accurate determination of the positions for steel reinforcement overlaps and the sequence of concrete pouring to achieve successful construction. Additionally, the architectural steel components in this project involve approximately 72 joints and 168 steel pipes. To enhance the precision of the unique steel structure angles and on-site lifting operations, pre-assemblies were conducted at the factory. During on-site assembly of the steel structure components and the division of construction elements, reconfirmation was made, resulting in reduced machinery and manpower consumption, as well as minimized on-site error risks. The center officially opened on September 18, 2021. The Cultural Cube features a simple and unpretentious cubic design, narrating the stories from campus folk songs to idol superstars. Surrounding the Plaza are various unique shops and outdoor cafes, providing a flexible outdoor space for creative markets, green markets, music feasts, street performances and various other events during holidays and festivals. The industrial area located on the eastern side serves as a training ground for nurturing, creating and exchanging pop music. At the top of the building, a glowing crystal structure conceals a music-themed restaurant with excellent panoramic views, symbolizing the vitality of pop music created by the people. It is hoped that the facilities in the industrial area will become a cradle for talents in the pop music industry. Connecting the South and North Bases with a uniquely designed bridge, the Taipei Music Center is shaped to embody the local lifestyle and aesthetics, serving as a public space for the community.

 

The “Wanlong Dongying Social Welfare Facilities New Construction Project” is a comprehensive social welfare complex that integrates resources from five administrative sectors: social affairs, citizen affairs, public health affairs, labor affairs, and education affairs. It offers a diverse range of local social welfare facilities, including elderly service centers, long-term care institutions, childcare centers, parent-child facilities, kindergartens, day care centers for the disabled, co-living services for the disabled, community rehabilitation centers, and sheltered workshops. This base has been transformed from closed to open, as it combines regional services and facilities required for community integration while integrating livelihood support facilities into the local community. It is shaping itself as the new core of the neighborhood, catering to regional social welfare needs. It holds the potential to become a model for Taipei’s future endeavors in promoting regional social welfare complexes.

 

The “Second Funeral Parlor Phase 2 Renovation Project” was initiated after the completion and opening of the Phase 1 Jing Yang Building project, to meet the public demand for funeral facilities in Taipei City. This renovation plan includes one Type-A hall, four Type-B halls, eight Type-C halls, four Type-D halls, a forensic autopsy room, a worship hall, a multi-functional space, a mortuary cabinet area, and a passage for deceased transportation. The project also involves underground parking facilities to improve traffic flow in the surrounding area, with careful consideration given to the smooth flow of funeral processions, deceased transportation, and pedestrian and vehicular access. The architectural design aims to break away from the conventional impression often associated with funeral services, while carefully considering the practical needs and feelings of mourners. The appearance features a comforting, warm, creamy yellow color palette, reminiscent of the original Jing Yang Building. The use of coating materials resembling architectural concrete, along with the metal grating resembling twinkling starlight windows, creates an ambiance of solemnity and dignity. In the future, this facility will become a primary funeral service location in Taipei City, catering to the various stages of life for people in the metropolitan area, including birth, aging, illness and death. It aims to make the final chapter of life more complete.

 

The “Taipei Municipal Heping High School Teaching Building New Construction Project” incorporates the imagery of doves of peace in its architectural design to reflect the school’s educational philosophy. The new teaching building’s spatial layout includes facilities such as a library, audio-visual classrooms, regular classrooms, administrative spaces, and parking areas, providing a diverse and varied learning environment for students. This design caters to the school’s future needs while integrating environmentally-friendly design techniques, such as improved air circulation, ample natural light, and multi-level spaces. It aims to become a sustainable green campus that harmonizes with its surroundings, and its striking aesthetics will serve as the new core of the school’s campus.

 

The “Nangang Elevated Connecting Platform and Associated Green Facilities Turnkey Project” is part of the government’s “East Gateway Project,” which was launched in 2015 with the goal of establishing Nangang Station as the primary gateway to the Eastern District. It includes the implementation of a pedestrian elevated connecting system that has undergone urban design review, along with the development of the Nangang Ecological Green Corridor. The combined efforts create a pedestrian-friendly urban environment and a well-connected street activity network. The project includes the development of an ecological green corridor and a pedestrian elevated connecting system network. The construction contractors have embraced advanced technologies like BIM (Building Information Modeling) to thoroughly assess the construction processes and interfaces. This not only eliminates any uncertainties in the construction drawings but also improves construction efficiency, enhances quality and enables the project to be completed ahead of schedule.
