Congratulations! The New Construction Office won the 2022 Taipei City Government Distinguished Award for 6 projects

The New Construction Office, Public Works Department, Taipei City Government was recognized again for the 6 projects, including “School Building Renovation of Xinhe Elementary School in Wanhua District, Taipei City”, “New Construction of Nanhu Elementary School Activity Center in Neihu District, Taipei City”, “2021 Open-end Contract for General Road Renewal (Tender No. 5) (Shilin and Beitou Districts)”, “2021 Open-end Contract for Disaster Repair and Prevention (Tender No. 1) (Shilin, Beitou, Zhongshan, Datong Districts)”, “Road Widening along Guizikeng Creek, South of Section 3, Dadu Road”, and “2021 Open-end Contract for Bridge and Culvert Beautification and Steel Structure Painting and Maintenance (Tender No. 1)”, and was awarded the “2022 Taipei City Government Distinguished Public Construction Award” in the construction and civil engineering category.


The “School Building Renovation of Xinhe Elementary School in Wanhua District, Taipei City” is a project to build a disaster sheltering school next to the Taipei City Disaster Prevention Park, which can provide accommodation in a timely manner, providing not only safety for teachers and students and space for diversified teaching development of teaching, but also meeting the needs of community residents for daily leisure and fitness activities and parking, creating a “multi-win” new construction concept and making dreams come true.


The “New Construction of Nanhu Elementary School Activity Center in Neihu District, Taipei City” had different arrangements during the construction period from other general projects. In order to better connect with the students, the construction fences were replaced with student artwork on canvas instead of green gardening walls. In addition, the building was designed to imitate the appearance of raw concrete and the sidewalk next to the activity center is beautified by a green planting landscape, and the campus walls are made with a distinctive style as to offer the surrounding residents a nice resting space. At the same time, the entrance wall of the school was planned to be a public art porch with paintings by the students, integrating the school's existing imagery into the surrounding community environment. All in all, it was not easy to complete the project on time and in quality despite the rising cost of the project during the pandemic.


The”2021 Open-end Contract for General Road Renewal (Tender No. 5) (Shilin and Beitou Districts)” encompasses the Shuangxi Park, the Zhishan Park, the National Palace Museum, the Zhishan Garden along Zhishan Road, as well as the Indigenous People's Park, the Shung Ye Museum of Formosan Aborigines and the Waishuangxi Park, and many shrimp fishing restaurants and other recreational attractions in addition to schools such as Soochow University, Wesley Girls High School and Zhishan Junior High School. For the large amount of tourists and student traffic, the New Construction Office tackled the damage to the roadbed caused by vehicle crushing and rainfall infiltration due to these traffics, and carried out roadbed improvement at the places where the road surfaces were sunken or seriously busted so that these roads would not be damaged again and again. Furthermore, this project managed to lower a total of 141 manhole covers down to the ground in order to reduce the difference in height due to manholes and improve the comfort of driving. The project also used modified asphalt concrete with low temperature sensitivity and better deformation resistance to increase the pavements' durability and extend their service life.


The “2021 Open-end Contract for Disaster Repair and Prevention (Tender No. 1) (Shilin, Beitou, Zhongshan, Datong Districts)” was motivated by the fact that Bailaka Road is an important traffic artery in Beitou District connecting Yangjin Highway and Tamsui, New Taipei City. Once, the road was blocked by a landslide on the upper slope due to heavy rain. The New Construction Office urgently dispatched machinery and equipment to the site for emergency repair. Due to the large scale of the collapse and the crumbling conditions of the upper and lower slopes, it was very difficult to clear the roads. With the continuous efforts to eliminate all the difficulties, the construction company overcame high altitudes, high slopes, low temperatures, high wind speed, thick fog, and long transportation distance to accomplish the impossible mission. Subsequently, during the construction of the slopes below, the hiking trail and old drainage facilities were overhauled altogether to restore the original ecological appearance.


The “Road Widening along Guizikeng Creek, South of Section 3, Dadu Road” allows cyclists to ride along Dadu Road eastward to the Shilin District, westward to the Guandu Nature Park for bird watching, and southward to the Guandu riverbank bikeway to Tamsui, or head to Lane 401, Section 7, Chengde Road to enjoy the farmland scenery. In the future, after the Hydraulic Engineering Office, Public Works Department, and Taipei City Government completes the road widening along Guizikeng Creek north of Dadu Road, it will be possible to connect to Tian Xin Tsai Park and Beitou District to the north, thus linking up the entire bikeway network of Guandu. The New Construction Office cordially invites enthusiastic cyclists to take a trip to Guandu during the Spring Festival to enjoy the surrounding foliage scenery, rural sentiment and riverbank landscape at will, to take a leisurely ride on the breeze, and to experience the convenient green transportation service.


The “2021 Open-end Contract for Bridge and Culvert Beautification and Steel Structure Painting and Maintenance (Tender No. 1)” was driven by the effect of exhaust gas from urban vehicles over the years, as harmful substances would adhere to the painted surfaces of steel structures, causing the surfaces to be dirty and rusted and reducing the service life of steel bridges. For this bridge painting project, paints with good weather resistance, strong corrosion resistance, and high stain resistance were used, and the choice of colors was made with an emphasis on “harmony” and “association” with the surrounding landscapes to accentuate the image of Taipei City as a natural ecological city. During the construction period, “according to the environmental characteristics” of the construction site, coordination and communications were made with relevant units and the public in advance, and different construction time periods and construction methods were adopted to overcome topographical constraints and put pollution prevention into effect, so as to minimize the impact on the ecological environment and traffic.
