The 2022 Zhongshan District Road Inspection and Maintenance Performance-Based Contract (OT) carried out by the New Construction Office of the Public Works Department, Taipei City Government, received recognition at the 21st Golden Thumbs Awards For PPP, an event organized by the Department for the Promotion of Private Participation, Ministry of Finance. The award ceremony took place at 2:00 PM on December 1, 2023, in Room 101 of the Taipei International Convention Center.
The New Construction Office highlighted that the introduction of a performance-based contract for road inspection and maintenance is a pioneering initiative on a national scale. Guided by a commitment to actively foster technological and systemic innovation, the office aims to challenge conventional thinking in road construction and operation models. Collaborating with industry, government, and academia, it has implemented the innovative maintenance concept “Performance-Based Contract” (PBC) in road maintenance open contracts. PBC signifies a departure from traditional technical and process-oriented contracts, introducing a new contract approach that assesses success based on output and performance objectives.
The office also noted that the Chinese Society of Pavement Engineering was commissioned to promote performance-based contracts in the early stage. This involved researching the execution details for introducing performance-based contracts in sporadic road maintenance through the 2020 and 2021 Public Works Construction Scientific Research Innovation Project. The official implementation took place in Taipei City's Zhongshan District and Datong District in 2022 and 2023, respectively. Under the PBC framework, contractors are evaluated based on different performance indicators, and payment is contingent on the assessment and verification that the performance standards have been met. This approach offers greater flexibility to contractors, enabling them to utilize their expertise for innovative construction methods and efficiently organize inspection and maintenance tasks, thus enhancing the quality of road maintenance services. Furthermore, for government entities, the objective is to streamline road maintenance planning and management processes while simplifying administrative tasks. The goal is to create a better road environment for users, fostering a situation where clients, contractors, and the public all benefit.
The office concluded by stating that in recent years, the Taipei City Government has consistently focused on advancing human-centered urban development. Beyond enhancing the quality of maintenance for city roads and sidewalks, there has been a shift from road designs centered around vehicles to a modern concept that prioritizes people. Recent initiatives such as PCI inspections, performance-based contracts, and visual management systems drive Taipei towards intelligent and precise road management. This approach goes beyond improving individual road sections to comprehensively review the entire streets, aiming to provide citizens with a living environment that is livable, sustainable, and safe. Through the transformation of the road environment, everyone can see the progress and growth of Taipei City.
