New Construction Office

On November 15, 2023, the National Land Management Agency of the Ministry of the Interior held the 2023 Road Improvement Forum and Awards Ceremony. The New Construction Office of the Public Works Department, Taipei City Government received 1 Outstanding Award and 2 Honorable Mention Awards for the Xinsheng South Road Section 3 - Canal Imagery Re-creation and Pedestrian Landscape Beautification Project, the Yanping South Road Pedestrian Environment Improvement Project, and the Guilin Road Pedestrian Environment Improvement Project, respectively, highlighting the continuous dedication and thoughtful efforts of the New Construction Office. At the award ceremony, Deputy Minister Hua Ching-chun of the Ministry of the Interior and Director Wu Hsin-hsiu of the National Land Management Agency presented the awards to the New Construction Office.

The Xinsheng South Road Section 3 - Canal Imagery Re-creation and Pedestrian Landscape Beautification Project is centered on the idea of “sustainable disaster prevention and flood storage.” Through a collaborative effort between the Taipei City Government and National Taiwan University, the university provided its campus at no cost. The project involves the removal of campus walls by the Taipei City Government and the repurposing of the former motorcycle and bicycle parking area into an accessible space for pedestrians. This transformation shifts the urban landscape to prioritize “people,” introducing a scenic waterway with flood storage capabilities. The project incorporates elements like green spaces and permeable pavements to enhance flood storage, contributing to urban water conservation and mitigating the urban heat island effect, with the aim of creating a sponge city. Additionally, the project connects Daan Forest Park and NTU's campus through the canal imagery, linking these two green areas in southern Taipei to form a larger open green space, fostering a new dynamic among people, space, and lifestyle.

The Yanping South Road Pedestrian Environment Improvement Project and the Guilin Road Pedestrian Environment Improvement Project involve widening the existing sidewalks, originally about 1.5 meters wide on each side. Considering the overall traffic system and taking into account feedback from local community leaders and residents, efforts are being made to widen and improve the sidewalks in the area. Additionally, within the scope of the two projects, there are notable historical sites such as Taipei North Gate, Taipei Futai Street Mansion, and Lao Song Elementary School. Through these improvement projects, historical elements are incorporated, shaping the pedestrian spaces to reflect a historical ambiance and cultural significance.

In recent years, the New Construction Office has consistently focused on advancing human-centered, environmentally friendly construction. Beyond enhancing the quality of maintenance for city roads and sidewalks, there has been a shift from road designs centered around vehicles to a modern concept that prioritizes people. The office has also been actively advancing towards intelligent and precise road management of Taipei City through methods such as PCI testing, performance-based contracts, and visual management systems. This holistic approach goes beyond improving individual road sections to comprehensively review the entire streets, aiming to provide citizens with a living environment that is livable, sustainable, and safe. Through the transformation of the road environment, everyone can see the progress and growth of Taipei City.
