New Construction Office Receives Recognition Again: 6 Projects Win the 2023 Taipei City Distinguished Public Construction Award

At the 2023 Taipei City Distinguished Public Construction Award ceremony, the New Construction Office, Public Works Department, Taipei City Government once again achieved remarkable results for various projects, including the “Wanlong Dongying Social Welfare Facilities New Construction Project,” the “Nanmen Building and Market Renovation Turnkey Project,” the “Chengmeichangshou Pedestrian Footbridge Elevator and Ramp Installation Project,” the “2022 Open Contract for the Emergency Repair and Disaster Prevention Projects (Shilin, Beitou, Zhongshan, Datong Districts),” the “2021 Open Contract (Package 4) for the Regular Road Update Projects (Neihu, Nangang Districts),” and the “2021 Open Contract (Package 3) for the Regular Road Update Projects (Zhongzheng, Wanhua Districts).” These 2 architectural projects and 4 civil engineering projects received recognition from the evaluation committee members.

 

The “Wanlong Dongying Social Welfare Facilities New Construction Project” is a comprehensive social welfare complex that integrates resources from five administrative sectors: social affairs, citizen affairs, public health affairs, labor affairs, and education affairs. It offers diverse local social welfare facilities, including elderly service centers, long-term care institutions, childcare centers, parent-child facilities, kindergartens, daycare centers for the disabled, co-living services for the disabled, community rehabilitation centers, and sheltered workshops, etc. This base has been transformed from closed to open, combining regional services and facilities required for community integration while integrating livelihood support facilities into the local community. It is shaping itself as the new core of the neighborhood, catering to regional social welfare needs. It holds the potential to become a model for Taipei’s future endeavors in promoting regional social welfare complexes.

 

The “Nanmen Building and Market Renovation Turnkey Project” establishes visual connections between different floors and the urban surroundings, allowing ample northern natural light to penetrate indoors, thus creating a bright and open market space. In addition to providing a comfortable resting and social space for elderly shoppers, it also has the potential to attract younger generations, making them a new customer base for the century-old Nanmen Market.

 

The “Chengmeichangshou Pedestrian Footbridge Elevator and Ramp Installation Project” features newly added elevators at both ends of the bridge, providing convenience for individuals with disabilities, the elderly, pregnant women, and others who might find climbing stairs strenuous. This project includes the installation of large elevators capable of accommodating bicycles and strollers. It also allows wheelchair users to easily traverse between the bike paths on two ends of the Keelung River, connecting both sides of the bike path. Additionally, thoughtful planning has been undertaken to create accessible ramps on inner and outer banks. This project promises a barrier-free leisure travel experience in the future, enhancing the convenience for daily commuters, as well as sports enthusiasts accessing the Keelung River waterfront.

 

Regarding the “2022 Open Contract for the Emergency Repair and Disaster Prevention Projects (Shilin, Beitou, Zhongshan, Datong Districts),” the Yangjin Highway, a vital thoroughfare close to the Macao Bridge, Jinshan District, and Wanli District, New Taipei City, faced major disruption as days of heavy rainfall triggered landslides on the upper slope, leading to a road closure. In response, the New Construction Office swiftly dispatched equipment for emergency repairs. The extensive scale of the landslides, coupled with occasional collapses on both upper and lower slopes, posed significant challenges in restoring road access. Despite these obstacles, the construction team has persevered, surmounting adverse conditions, including high altitudes, steep gradients, low temperatures, strong winds, thick fog, and long distances to achieve the seemingly impossible task. The project has also addressed the existing drainage facilities, restoring the area to its original ecological state.

 

Regarding the “2021 Open Contract (Package 4) for the Regular Road Update Projects (Neihu, Nangang Districts),” for sections like the overpasses of Taipei City’s HuanDong Boulevard, Section 6 of Minquan East Road, Section 6 of Nanjing East Road, and Nanshen Road, the New Construction Office has addressed the vehicle impact and rainwater infiltration caused by the traffic demands on these roads. The Office has focused on improving the roadbed in areas where the current road surfaces subsided or were severely damaged, aiming to comprehensively resolve the issue of repeated road damage. Additionally, manhole adjustments have been carried out to reduce height discrepancies caused by manholes on the road surface, thus enhancing driving comfort.

 

Regarding the “2021 Open Contract (Package 3) for the Regular Road Update Projects (Zhongzheng, Wanhua Districts),” Taipei City’s Wuchang Street Section 2, HanZhong Street, and Guiyang Street encircle Ximending. They are among the roads surrounding the distinctive shopping area in Wanhua District. And Ximending’s history can be traced back to its origins as a leisure area on the western side of early Taipei. Over time, with the emergence of various entertainment venues, it has eventually transformed into a bustling hub for entertainment activities. Today, it stands as a trailblazer of new pop culture and a must-visit destination for foreign tourists in Taiwan. Whether it’s a regular day or a weekend, the streets are alive with a multitude of shoppers. In light of this, to enhance the visual appeal of Ximending’s streets, the New Construction Office, Public Works Department, and Taipei City Government have opted for colored asphalt and localized embossing, infusing the entire road with vibrant hues and distinctive features.
