Any user who uses the ductworks or facilities provided on, above or under the urban road land shall apply to DNC for the quantity, period of use and trial calculated due amount of the previous year before March 31 each year. DNC, after having received such an application, shall determine the amount due before May 31 and notify the user in written form to pay off before June 30.
